Hi Ju Bin Liang​,

I am not sure if I understand your query 100%. I suppose you are looking for a adding the menu to a Master Mashup.

Steps:

Create a Master mashup and add the required Menu on the Top.

Set this master mashup in the Master mashup property of each mashup so that master mashup gets loaded with each mashup and will always show on the Top.
