How to disable Actions->Promote for objects in "Review" state

In my lifecycle transition rules, I don't allow to Promote objects in "Review" state but from the Actions menu for an objects in Review state "Promote" menu is available.

Even when the user tries to create Promotion Request with this menu in the steps to follow user is blocked since the transition rules don't allow this promotion.

But the ideal solution would be that the "Promote" menu itself doesn't list for such "Review" state objects.

Any ideas if this is doeable without customization?
