I saw this a few times, perhaps 50% but on retry it completed the task so I know the setup is correct.  From what I can tell, Shibboleth is reporting error from what it got back from the IDP.

I have always instructed users to avoid using Create CAD Document in WTPart creation, because it uses the CAD Document Templates which are a pain in the ass to maintain as they are stored in the Site level and totally separate from the start parts we use for Creo Parametric.
